Zero Tolerance Policy

ECPE Jhunir has ZERO TOLERANCE towards ragging. Any form of ragging is a serious offense and will result in strict disciplinary action, including expulsion and legal proceedings. All students are urged to report any incidents immediately.

About the Committee

Establishing an Anti-Ragging Committee (ARC) in colleges is mandated by the University Grants Commission (UGC) to prevent and address incidents of ragging, ensuring a safe educational environment.

The committee is formed as per the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009. It includes the head of the institution, faculty members, students, and sometimes external representatives.

Ragging is a serious offense in India and is punishable under various laws, including the Indian Penal Code (IPC) and UGC regulations.

Sections 294, 323-326

Obscene acts, voluntarily causing hurt, and grievous hurt by dangerous weapons.

Sections 339-342

Wrongful restraint, wrongful confinement, and punishment for the same.

Sections 354, 509

Assault on women with intent to outrage modesty and insulting gestures.

Section 506

Criminal intimidation and threatening behavior towards students.

Role of the Anti-Ragging Committee

The Anti-Ragging Committee investigates complaints, takes disciplinary action, and ensures a ragging-free environment. Punishments can range from fines and suspension to expulsion and legal prosecution under IPC.

The committee works closely with the police, legal bodies, and university officials to ensure justice and law enforcement in cases of ragging.

Create awareness about ragging consequences, conduct orientation programs, and promote a culture of respect and dignity.

Monitor & Investigate

Monitor student interactions, investigate complaints promptly, and take strict disciplinary action against offenders.

Ensure Compliance

Enforce UGC Regulations 2009, IPC provisions, and recommend punishments from warnings to expulsion or legal action.

Support & Collaborate

Provide counseling to victims, coordinate with police and legal bodies to ensure justice and law enforcement.

Anti-Drug Committee

Creating awareness and taking measures against drug use, in compliance with UGC guidelines and legal framework.

Aim of the Anti-Drug Committee

To Prevent and Eliminate Drug Abuse: The primary aim of the committee is to prevent the use of drugs on the college campus and eliminate any existing drug abuse or trafficking activities.

Anti-Drug Objectives

Awareness & Prevention

Educate students about drug dangers through seminars and implement preventive measures to stop substance abuse.

Counseling & Support

Provide confidential reporting platform and counseling services for students at risk or involved in drug use.

Monitoring & Surveillance

Monitor hostels, canteens, and recreational zones where drug use might be prevalent on campus.

Legal Compliance

Educate students about IPC and NDPS Act consequences, coordinate with law enforcement for prevention.

Legal Framework

Indian Penal Code (IPC)

Sections 269, 278, 304, 328: Cover negligent acts spreading disease (needle sharing), making atmosphere noxious, death by negligence, and causing hurt through harmful substances.

NDPS Act, 1985

Deals with illegal possession, distribution, and trafficking of drugs. Students involved face strict penalties including imprisonment and heavy fines. The committee educates students about these serious consequences.

Disciplinary Action
